Introduction The Mukhyamantri Sudharit Kamdhenu Scheme shall come into force from the date of notification in the Government of Goa’s Official Gazette and shall replace/supersede the existing Kamdhenu Scheme (Sudharit) Amended 2021 accordingly.
This scheme is strictly based upon applicants fulfilling the following conditions:
- The applicant must be a bonafide resident of Goa for at least 15 years.
- They must possess a pucca cattle shed with cement flooring for housing the animals proposed to be reared.
- The applicant must undertake to strictly stall-feed the animals and not allow open grazing except in an open paddock surrounding the cattle shed.
- Training Requirement: New applicants must undergo dairy training as decided by the Department of Animal Husbandry & Veterinary Services. Traditional dairy farmers currently engaged in dairy activities and owning crossbred animals or improved buffaloes may be exempted upon recommendation from the area officer.
Objectives of the Scheme
The main objectives of the Mukhyamantri Sudharit Kamdhenu Scheme are:
- To help farmers receive financial assistance for purchasing crossbred cows, improved she buffaloes, and indigenous breeds such as Sahiwal, Gir, Red Sindhi, Rathi, and Tharparkar for their dairy units.
- To promote self-employment in the dairy sector.
- To boost milk production in the state and achieve self-sufficiency.
- To strengthen the dairy co-operative movement in Goa.
- To ensure sustainability and improve income and livelihoods.
- To encourage Scheduled Tribe (ST) and Scheduled Caste (SC) communities.
- To create employment opportunities.
Eligibility Criteria
- Farmers or their families who benefited from earlier Kamdhenu Schemes but have not exceeded the purchase of 10 milch animals are eligible to avail the benefit for additional animals.
- Applicants must reside in Goa for a minimum of 15 years.
- Applicants must have knowledge or experience in cattle or buffalo farming or must have undergone training by the department.
- Land for green fodder cultivation is desirable.
- Applicants must own a cattle shed; leased or rented facilities are not permitted.
- Only one cow shed is permitted under a survey number if the area is less than 400 sq. meters. However, multiple applicants can avail of the scheme in the same survey number if the undivided area exceeds 400 sq. meters, provided they obtain NOCs from co-applicants.
- The distance between two cattle sheds should be at least 5 meters on all sides, with separate drainage systems and roofing.
- Applications sanctioned earlier or lapsed orders due to the LSD outbreak may submit a revalidation request and purchase animals within six months of revalidation.
Documents Required
- Residence Certificate from Mamlatdar/Sarpanch (minimum 15 years).
- Consent for seeding and authentication of Aadhar/UID number.
- Affidavit in the prescribed format regarding cattle shed ownership.
- Caste Certificate (SC/ST/Dhangar).
- Letter from a financing institution with an ECS system willing to finance the beneficiary.
- Passport-size photograph of the applicant.
- Self-declaration if the applicant’s spouse is a government employee.
Guidelines of the Scheme
- The scheme provides self-employment opportunities by assisting applicants in establishing dairy farms. Farmers may purchase crossbred cows, improved she buffaloes, or indigenous breed cows in phases.
- Eligible applicants must purchase sanctioned animals within a year of approval. Revalidation is not permitted.
- The unit cost for crossbred cows/improved buffaloes/indigenous breed cows is capped at ₹70,000 per animal, expected to yield 2,700 liters of milk per lactation.
- Subsidy Rates:
- For 1-10 animals: 90% subsidy (₹63,000 per animal).
- For 11-20 animals: 75% subsidy (₹52,500 per animal).
- For 21-100 animals: 50% subsidy (₹35,000 per animal).
- Transportation incentives are provided at ₹2,000 per animal or the actual cost, whichever is less.
- Beneficiaries must purchase animals from registered suppliers appointed by the government.
- Animals purchased under the scheme must be insured for at least 3.5 years, with a maximum reimbursement of ₹16,625 per animal for insurance premiums.
Implementation and Monitoring
- Identification of animals must be done through RFID ear tags.
- Subsidy release depends on submission of required documents, including purchase statements, health certificates, transport receipts, and insurance proof.
- Animals cannot be sold for a minimum of 3.5 years. In case of default, the government will recover the subsidy on a pro-rata basis.
- The Department may relax certain conditions if deemed necessary.
Infrastructure Component
- The scheme provides an 80% subsidy for constructing cattle sheds (₹6,000 per sq. meter) for up to 10 animals, capped at ₹3,24,000.
- Loose housing systems are permitted with specific guidelines for area requirements.
- Applicants must provide documents such as land ownership, survey site plans, and approved cattle shed plans.
- Infrastructure subsidies are linked to the number of milch animals purchased.
Application Process
- Applicants must submit forms through the Area Assistant Director or Veterinary Officer.
- A non-refundable processing fee of ₹200 (₹25 for SC/ST/Dhangar) is required.
- Applications must include all mandatory documents and will be processed within 15 days.
- Subsidies will be released based on the prescribed purchase statements and related documents.
