Financial assistance for rearing broilers, layers and low input technology poultry birds (2018)

Objective of the schemes :

  • To encourage and enable farmers to venture in for poultry production & increase poultry meat and egg production in the State.
  • The scheme is focused to settle the issue of economic viability in view of Goan market scenario and prepared a Financial Assistance Scheme so that returns are secured and assured. The scheme will certainly provide an opportunity and will play a pivotal role to revive the poultry activities and boost the sustainable poultry production in the State.

Quantum of financial assistance under the scheme:
The maximum quantum of financial assistance per month will be as under:-

Broiler farmer Rs. 56,000/-
Layer farmer Rs. 48,000/-
L.I.T birds farmer Rs. 4,000/-

Pattern of Assistance:
Following is the per month maximum financial assistance as per the components for different category of Poultry farmers:-

Pattern of Assistance for Broiler Farm
Assistance for (Recurring cost) Rearing of Broiler Birds.

  • 20% of Broiler Poultry Feed Cost limited to 4000 kgs. of Poultry feed purchased per month with condition of 2000 birds in house.
  • 80% of Broiler Day Old Chick cost limited to purchase of 1000 day old broiler chicks per month.
  • The financial entitlement will be as per the guidelines in Annexure-I.

Pattern of Assistance for Layer Farm
Assistance for (Recurring cost) Rearing of Layer Birds.

  • 20% of layer Poultry Feed Cost limited to 10000 kgs. of poultry Feed purchased per month with 4000 layer birds in house.
  • 80% of Day Old Layer Chick cost limited to purchase of 1000 day old Layer chicks (pullets) per every 18 weeks.
  • The financial entitlement will be as per the guidelines in Annexure-II.

Pattern of Assistance for Low Input Technology Birds
Assistance for (Recurring cost) Rearing of L.I.T. Birds till growing stage.

  • 20% of Poultry Feed Cost limited to 400 kgs. of Poultry feed purchased per month with condition of 200 birds in house.
  • 80% of Day Old Chick cost limited to purchase of 100 day old Low Input chicks per month.
  • (3)The financial entitlement will be as per the guidelines in Annexure-III.

 

Procedure and other modalities of the scheme :

  • Approach the Veterinary Officer/Assistant Director of Department of A.H. & V.S. of the respective area for Registration Form, which should be duly filled in and submit to the same Officer for onward submission to the Director alongwith Officer’s recommendation. (Form available on website)
  • The beneficiary should register the Poultry Farm with the Department of A.H. & V.S. and obtain the Registration Number. (form available on website). This Registration is mandatory.
  • The registered number of the Farm has to be mentioned in all the applications and all communications and claims.
  • The Farmers with existing infrastructure can avail this scheme and the subsidy will be released and deposited in Bank Account of Registered Owner of the Farm.
  • In case of hired/rented poultry Farms the Original Registered Owner with the Department of A.H. & V.S. has to produce (a) Lease Agreement and (b) N.O.C. indicating floor space area of the farm in view of Departmental Registration to the Tenant for the period of minimum three years and the Tenant will be provisionally registered as tenant only for the purpose of Financial Assistance (DBT) from the Department of A.H. & V.S.
  • In cases of hired/rented poultry farms the subsidy/incentives due to beneficiary will be released to the tenants/lessee only by the Direct Benefit Transfer and the original owner will not have any claim during this period of time.
  • The beneficiary will submit in writing to the Department that (a) the Poultry Farm is not managed by Poultry Integration system or Contract Farming and (b) The said premises is not utilized for Poultry Trading Purpose.
  • This provisional registration number will be valid for the period of three years only. If the original owner wishes to continue/extend the lease then fresh N.O.C. in respect of provisional registration will be required.
  • In cases of family farm business the individual can submit the relevant documents with affidavit reasonably indicating the rights to conduct the farm activities and the family member can be provisionally register for three years for availing DBT.
  • The beneficiary will submit in writing to the Department that (a) The Poultry Farm is not managed by Poultry Integration system and Contract Farming (b) The said premises is not utilized for Poultry Trading Purpose.
  • In cases of hired/rented poultry farms the subsidy/incentives due to beneficiary will be released to the tenants/lessee only by the Direct Benefit Transfer and the original owner will not have any claim during this period of time.
  • The beneficiary should submit Bank Account, Bank Mandate and the Bank Account has to be linked with Aadhar number for (DBT) Direct Benefit Transfer.
  • The Beneficiary should maintain (a) Livestock Register and (b) Poultry feed Register at the Farm and should be countersigned by the Area Veterinary Officer/Assistant Director on every purchase entry.
  • The maximum financial assistance will be released to beneficiary by DBT as per clause No. 7 and subject to entitlement of the corresponding component as per Annexure-I/II/III as applicable. The beneficiary is required to submit the following:—
    1. I.Original purchase bills within 30 days of purchase through Area Officer and the assistance will be released to beneficiary by DBT.
    1. II.Bank passbook copy showing/ indicating the payment effected to the party supplying Poultry day old chicks and Poultry Feed.
    1. III.Livestock Register copy indicating the relevant purchase and countersigned by Area V.O./A.D.
    1. IV.Poultry feed register copy indicating the relevant purchase which should be counter signed by the Area Veterinary Officer/Assistant Director.
    1. V.The beneficiary will submit a Certi- ficate stating that (1) the Poultry Farm is not managed by Poultry Integration system and Contract Farming (2) The said premises is not utilized for Poultry Trading activities.
  • The beneficiary can purchase either 500 days old broiler chicks per every fifteen days or 1000 days old layer chicks per every 18 weeks, or 100 L.I.T. birds per month.
  • The scheme does not permit rearing of broilers and layers on one common premises.
  • The beneficiary cannot Practice Trading activities and farming under one common premises.
  • The scheme will not be applicable to (a)Poultry Birds Traders, (b) Egg Traders (c) Poultry Hatcheries (d) Integrated Farmers (e) Contract Farmers.
  • This scheme will come in force from the date of notification in the Gazette of the scheme and applicable to all the relevant purchases done by registered poultry farmers.
  • No bills of purchases prior to notification of scheme is eligible for claim.
  • No cases for claims will be accepted of individuals who are not registered and not complied the procedures for DBT in the department.
  • The beneficiary is not entitled for claim of feed transport subsidy along with benefits/ Subsidy/Incentives of this scheme.
  • The beneficiary should make his own arrangements to market the produce.
